Performance Measurement and Evaluation enables us to assess the effectiveness and impact of project and programme interventions at all stages of the policy cycle and has always been a cornerstone of our business.
We regularly test the forecast impact of projects, programmes and strategies. We have completed ex-ante evaluations of European programmes and prior evaluations of both revenue and capital projects. By defining from the outset what is required to be collected by who, when, why and how, clients find our approach particularly useful.
Our evaluations also tell our clients whether projects or programmes are on track (mid-term), are set up in the right way (formative or process evaluations), or the extent to which projects have delivered against targets and intended outcomes (ex-post/summative evaluations). Many of our evaluations are longitudinal – tracking the impact of interventions on beneficiaries over time – helping to hone and develop project and programme activities as they develop.
In reporting, our evaluations always emphasise key learning points, identify recommendations for future project and programme delivery and future policy development.
