A key requirement of devolution agreements is the development of a monitoring and evaluation framework against which progress and successful implementation of the devolution deal can be demonstrated. ekosgen are working with Sheffield City Region LEP to develop a comprehensive, bespoke approach to monitoring and evaluation. The framework will engender a consistent approach to monitoring and evaluation across the City Region, as well as provide a clear articulation of the strategic growth priorities to which all LEP-funded activity should contribute.
Our work has involved setting the high level principles to which all monitoring and evaluation activity should adhere, and the development of thematic logic chains to identify appropriate output, outcome and impact indicators. The framework will be presented as a ‘live’ document, capable of being updated as strategic priorities change and additional responsibilities are devolved.
Our work has highlighted the important role robust monitoring and evaluation frameworks can play in guiding and shaping economic growth activity. Within SCR a shift in emphasis from ‘growth’ to ‘good growth’ for instance, is being articulated through the monitoring and evaluation framework with a view to informing the focus of future project development activity and delivery of growth objectives.
