ekosgen evaluated the ESF-funded Skills Support for the Workforce programme in Greater Manchester. The programme ran between 2013 and 2015, and used ESF funding to provide work-related training for employees of SMEs in Greater Manchester. The objective was to respond to employers’ identified training needs, stimulate demand for further training and encourage progression to higher level training and apprenticeships. ekosgen consulted with employers, learners and training providers to assess the impact of the programme, and identified the successful elements of the approach to programme management adopted by The Manchester College and its partners, which resulted in the programme’s contract value being increased on two occasions and delivering 15% above the original forecast. A series of lessons learned, identified through the evaluation, have influenced the partners’ approach to oversight and management of future, similar programmes.
